Committee denies appeal by SAFER; site plan review for 112‑unit mixed‑use project in Hollywood sustained

The Planning and Land Use Management Committee voted to deny an appeal filed by Supporters Alliance for Environmental Responsibility (SAFER) and sustained the City Planning Commission’s approval of a site plan review for a 112‑unit mixed‑use project at 7014–7022 W. Sunset Boulevard and adjacent parcels in Hollywood (Council District 13).
Planning staff told the committee the project was considered by the City Planning Commission on Feb. 13, 2025, and that staff recommends denial of the SAFER appeal while adopting the categorical exemption for infill (Class 32) and the project findings. Planning staff confirmed the applicant prepared an air quality assessment showing impacts would not exceed South Coast Air Quality Management District significance thresholds.
SAFER’s spokesman, Chase Preciado, said experts retained by the appellant concluded construction diesel particulate matter (DPM) and long‑term indoor formaldehyde exposures would produce cancer risks exceeding South Coast AQMD thresholds and therefore argued the exemption was improper and the city should prepare an MND or EIR. The applicant’s counsel said SAFER’s supplemental technical materials were filed late and that the administrative record supports Planning’s conclusions; the applicant’s expert was available for technical questions.
After hearing from Councilmember Soto Martinez’s planning director, who urged sustaining the commission’s determination, and after no public speakers requested additional time, the committee denied the appeal and adopted the planning commission’s findings and conditions of approval. The roll call recorded four ayes with Councilmember Lee absent.
