Clinton County commissioners approve proclamations, grants, contracts and routine business

Clinton County commissioners at their May 8, 2025 meeting adopted proclamations recognizing National Correctional Officers Employees Week, Mental Health Awareness Month and Community Action Month, approved a Fair Housing resolution and finalized several administrative and budget items, including a $50,869 contract to administer a Community Development Block Grant and routine county bills and payroll.

The votes were taken by voice and passed unanimously on each recorded motion.

The actions included ceremonial proclamations, a county resolution on fair housing, adoption of a CDBG citizen-complaint process and an agreement with a regional council of governments to administer CDBG funds, awards of surplus equipment, updates to bank signers, liquid-fuels project allocations for townships and municipalities, personnel resignations and authorization of county bills and payroll.

County clarified that the $50,869 represents administrative costs paid from the CDBG award and is not a separate county expenditure — approved by voice vote.

- Award of a bid for a lot of used electronic office equipment to Steven Yandell for $100 — approved by voice vote. The board noted that other bids attempted to cherry-pick items rather than bid on the whole lot, and the solicitor recommended awarding to the full-bid winner.

- Update authorized signers on the Clinton County revolving loan fund account to reflect the current county commissioners (James A. Russo, Jeffrey A. Snyder and Angela Harding) — approved by voice vote.

- 2025 Liquid Fuels funding allocations: City of Lock Haven (cost sharing, Route 220/Palmack Boulevard) $4,000; Crawford Township (Pine/Logington Road repair) $60,000; Dunstable Township (Weaver Hill Road pipe rehabilitation) $16,000; Gallagher Township (P410 Hollow Road leveling materials) $12,000 — approved by voice vote.

- Acceptance of resignation of Michael Budalowski, deputy sheriff, effective 05/02/2025 — accepted by voice vote.

- Acceptance of resignation of Reagan Barclay, part-time dispatcher, Department of Emergency Services, effective 05/10/2025 — accepted by voice vote.

- Approval of county bills in the amount of $1,190,734.64 for the two-week period ending May 2025 and net payroll of $331,753.89 for the two-week period ending 05/09/2025 — approved by voice vote.

Meeting context

Several items were procedural and noncontroversial and drew little discussion. The board noted that the CETA/CITICOG administrative fee would be charged to the grant award rather than county funds, and that the equipment bid was awarded because the winning bid covered the entire inventory as requested.
