Acting Silicon Valley Power leadership said the project’s age and unknown underground conditions — including conduit condition and possible conflicts — along with the need for traffic control and possible after‑hours work contributed to the bidding result. Project leadership told the council they “felt that it was prudent to bake in a little bit more of a contingency on this particular project.”
Council concerns
Council Member Hardy raised alarms about the 25% contingency and the narrow competitive response (one bid), suggesting that a large contingency can create “wiggle room” that increases the risk of change orders. Other council members asked whether the engineering consultant had been given the full project parameters and whether re‑bidding should have been considered.
