The Carson Planning Commission voted 8‑0 to grant a minor conditional use permit (MCUP‑4‑25) allowing A Better Tomorrow Services to operate a small social service center at 20630 Leapwood Avenue, Unit F.
Assistant planner Jacob Collins presented the proposal and told commissioners the tenant space is approximately 1,629 square feet and would be used primarily for one‑on‑one training and consultations during normal business hours (roughly 8:30 a.m.–4:00 p.m.). Staff said the downtown mixed‑use zoning requires a minor conditional use permit for small social service centers (defined in the code as under 5,000 sq. ft.). Collins said the proposed use is consistent with the general plan policies related to community health and pedestrian‑friendly downtown objectives. Parking requirements match the prior office use (3 spaces per 1,000 sq. ft.) and staff reviewed required code provisions including an indoor waiting area, hours limits, a security plan and litter control as part of the MCUP process.
Applicant representative Yasmine Ramirez thanked the commission for the opportunity to operate in Carson. Carlos Mayorkin, introduced himself as an officer of the company and described the organization’s community activities and local spending. Commissioners asked whether the program is open to general public clients; the applicant clarified that A Better Tomorrow is a vendor with the regional center (South Central Regional Center) and serves clients referred through that program rather than through open membership. Commissioners and staff confirmed security and alarm details are part of the MCUP conditions.
Commissioner Guerra moved to approve the staff recommendation to adopt the proposed resolution finding a CEQA exemption (Class 1 existing facilities) and conditionally approving MCUP‑4‑25; Commissioner Hough seconded. The roll call vote was unanimous (8‑0). Staff confirmed the facility will be the organization’s main office and the permit carries conditions recorded in the resolution.
The approval allows A Better Tomorrow to operate at the Leapwood Avenue address under the conditions of the resolution and applicable municipal code requirements. The applicant did not provide a projected client capacity at the hearing beyond stating current company caseloads and staffing levels.
