Hours of operation would be governed by Carson Municipal Code Section 9.13.8.14 (8 a.m. to 8 p.m.). Public notice was mailed to property owners within 750 feet and staff found the project categorically exempt under CEQA Guidelines Section 15303 (new construction of small structures).
Applicant Kevin Netti told the commission he had installed additional cameras and said criminal activity behind the site had fallen since he increased surveillance; he asked the commission to allow development to replace what he described as illegal activity on the rear lot. Architect Richard Bridal described the car wash’s water‑recycling system, saying the facility would recapture and treat runoff in a clarifier and pump roughly 70% of the water back for initial rinses, with lower recycling rates possible on extremely hot days.
Commissioner Aguirre, noting the site is in her district, said the applicant committed to hire locally if the project moves forward. Commissioner Wilson asked the applicant’s representative for additional details on the water‑recycling system; Bridal answered questions about the clarifier, sediment settling and the reuse process. No members of the public spoke against the project during the hearing.
Commissioner Huff moved to approve staff’s recommendation and Commissioner Johnson seconded. The roll call vote was unanimous (8‑0), and the chair declared the motion carried.
The commission’s approval authorizes the specific site plan and conditional use permit described in the staff report; applicable conditions of approval and standard design overlay requirements listed in the resolution will apply to building permits and inspections. No timeline for construction was specified at the hearing.
