Town staff asked the Louisburg Town Council to approve a sole-source procurement for replacement rotors at the wastewater treatment plant, to permit a contract for management of a Brownsville cleanup grant and to declare a list of vehicles and equipment surplus for sale.
Staff said rotors at the wastewater treatment plant failed in February 2022 and were temporarily replaced with the same older brand. To maintain compatibility with the existing equipment, staff presented a resolution asking the council to declare the town's intent to sole-source the older brand rotors under applicable procurement guidelines.
On the Brownsville cleanup project, staff said the town advertised a request for qualifications for professional services for 30 days and received a single response. The respondent's bid was $100,000; staff said the project fund currently has $70,000 budgeted. Staff said the resolution under consideration would allow the town administrator to enter a contract with TRC to manage the cleanup project and associated grant processes.
Staff also asked the council to declare multiple vehicles and pieces of equipment surplus and to authorize sale attempts via online auction (GovDeals) and other advertising. Items listed by staff included a 2007 Elgin street sweeper; a 2004 Ford F-150; a wrecked Dodge Durango police vehicle; a Caterpillar diesel generator motor and two generator housings; an obsolete pull-behind sewer jet; assorted office electronics (monitors, keyboards, cables, printers); metal filing cabinets; desks and office chairs. Staff said they would make a "solid effort" to advertise the items; the transcript does not specify how unsold items would be disposed of.
The staff presentation also noted that the proposed sole-source purchase and contract actions were being considered in the context of state and federal procurement rules. No formal votes or motions appear in the transcript excerpt provided.
