At a special meeting Tuesday, May 13, the Rockwall City Council formally canvassed the returns of the May 3, 2025, general municipal election and declared Tim McCallum the winner of the mayoral race.
The council approved a resolution confirming the official returns, accepting issuance of certificates of election and noting that new councilmembers will take the oath of office at the council’s next regular meeting on May 19, in accordance with the city charter. The resolution passed by unanimous vote.
The resolution incorporates Exhibit A, showing legally required notice of the election, and Exhibit B, which lists the vote totals and percentages read into the record. The city noted the canvass covered early voting ballots and other returns cast in connection with the municipal election.
Official results read into the record showed the following winners and vote totals: - Mayoral race (total votes: 4,573): Tim McCallum — 2,864 votes (62.63%); Clarence L. Jourif — 1,532 votes (33.50%); Adam Khan — 77 votes (3.87%). The council declared Tim McCallum the winner of the mayoral race. - Council member, Place 1 (total votes: 4,442): Richard W. Henson — 2,504 votes (56.37%); Catherine A. Castile — 1,035 votes (23.30%); Scott Johnson — 546 votes (12.29%); Eric S. Smith — 357 votes (8.04%). The declared winner for Place 1 is Richard W. Henson. - Council member, Place 3 (total votes: 4,152): Melba L. Jeffers — 3,169 votes (76.32%); Jules Quarter the Fourth — 983 votes (23.68%). The declared winner for Place 3 is Melba L. Jeffers. - Council member, Place 5 (total votes: 4,383): Dennis Lewis — 2,015 votes (45.97%); Karen J. Williams — 1,322 votes (30.16%); Tan Lee — 1,046 votes (23.86%). The declared winner for Place 5 is Dennis Lewis.
At the start of the meeting officials noted that state and local election laws govern the canvass process and that only two council members are required for a quorum to canvass an election. The council voted to approve the resolution canvassing the official returns; the motion and second were made on the record and the vote was recorded as unanimous.
The council also accepted the issuance of certificates of election as part of the canvass process. The newly declared mayor and councilmembers are scheduled to be sworn in at the council’s regular meeting on May 19, per the city charter.
