The Garland Plan Commission voted unanimously to amend the Garland Development Code (GDC) rules governing the Urban Residential (UR) and Urban Business (UB) zoning districts, tightening the use chart and adjusting development standards to emphasize vertically oriented mixed-use and pedestrian-oriented design.
Staff said the amendment accompanies a city-initiated rezoning in the South Garland Avenue area and will apply citywide wherever UR or UB districts are used in the future. Key changes approved May 12 include: moving some previously permitted-by-right uses to SUP-only or removing them from UR/UB to ensure the districts reflect an urban mixed-use vision; removing a numeric minimum for residential versus nonresidential percentage mix to increase flexibility; introducing a required "active depth" of nine feet for street-level units (to preserve pedestrian engagement and avoid tuck-under parking at the street); lowering the minimum building height from 30 to 24 feet in certain circumstances; and setting separate minimum densities for UR and UB while retaining an 80-dwelling-units-per-acre maximum.
Staff said the amendments are technical but important for ensuring UR/UB zoning delivers the city's stated vision for walkable, transit- and pedestrian-oriented redevelopment. Commissioners voted to close the public hearing and approve the GDC amendments as presented.
