The Garland Plan Commission unanimously approved a planned-development amendment to PD 20-44 that reduces minimum lot depth and lot-size requirements for specific lots at a Rowlett Road townhome project and adjusts guest parking to match base GDC requirements.
Staff told commissioners that final plat review revealed Block 2, Lots 17 through 25 did not meet the PD's minimums: depths ranged from 66 to 77 feet (the PD required 75 feet) and lot areas ranged from 1,713 to 1,913 square feet (PD minimum listed at 1,925 square feet). The shortfalls stem from a 10-foot pedestrian/utility easement and an 8-foot landscape buffer at the rear of those lots. The PD amendment would formally allow those reduced lot depths and sizes for the affected lots and reduce guest parking from 13 spaces (shown on a PD exhibit) to 11, which aligns with the GDC townhome standard. Staff recommended approval.
Selimar Braccio, the project engineer, confirmed permits have been submitted and the building-permit process will verify setbacks and other requirements. Commissioners asked staff and the applicant to confirm that building permits and setbacks will comply with the reduced lots; staff said building-permit review will address those issues.
Commissioner Perris moved to close the public hearing and approve the PD amendment as presented; the motion passed unanimously.
