Planning and Zoning recommends rezoning for duplex development at Mockingbird Lane and East Parkerville Road

The City of DeSoto Planning and Zoning Commission voted 6–0 to recommend that the City Council approve a zone change from Single Family-10 to Two-Family for a 4.174-acre parcel at the northeast corner of Mockingbird Lane and East Parkerville Road to allow a 10-unit duplex development.
Jordan Williams, a city planning staff member, told commissioners the proposal is “consistent with the comp plan” and that staff recommends approval. Williams said 81 letters were mailed to property owners within 204 feet of the site; staff received no letters in favor or in opposition.
Under the proposal, the applicant, Asif Afendi of Afendi Holdings, LLC, would develop 10 duplex units across the 4.174-acre property. Williams said the conceptual site plan was presented to show feasibility only; per section 22.5(d) of the two-family residential zoning regulations, a preliminary plat is required at the time of zoning approval for duplex subdivisions.
Commissioners questioned the parcel description and aspects of the conceptual plan, including alley width and potential rear access. Vice Chair Brooks asked whether an entrance at the rear would affect the shown 15-foot alley; Williams said engineering review and the required preliminary plat could require right-of-way changes and other adjustments and that final dimensions would be set during plat review. Williams also emphasized that the conceptual plan “was not considered” as the zoning action is a straight zone change and that site-level details will be resolved during plat and engineering review.
The applicant attended but did not present; commissioners opened and closed a public hearing with no members of the public speaking. Commissioner Bell moved to follow staff’s recommendation for case Z1537-25 and recommend approval to city council; Vice Chair Brooks seconded. The motion carried 6–0.
Staff told the commission it will forward the recommendation to the City Council for final action on the rezoning request. No City Council hearing date was specified during the commission discussion.
