Cleburne council approves several plats, utility and roadway contracts; tables appraisal-district nomination

At a May Cleburne City Council meeting, members approved the consent agenda and three separate resolutions authorizing development, utility and reimbursement actions, and they voted to table a nomination to the Johnson County Central Appraisal District board until the May 27 council meeting.
The consent agenda — approved unanimously — included approval of minutes from the April 22 regular meeting and a set of development and easement items related to sanitary sewer and wastewater easements, accounts-payable and budget transfers for March 2025, and several final plats, including a 30-lot single-family final plat for Island Grove and commercial/industrial lots at 3905 North Main Street. The council also confirmed an appointment to the Cleveland Police Reserve Force.
Council then considered separate action items on the agenda. The council approved a minor plat for the D. W. Cleaver Wright retail addition and granted a variance waiving the required 16.5-foot right-of-way dedication along West Henderson Street as provided in Section 154.041 of the subdivision ordinance. Planning staff told the council the site is split-zoned (planned development and MF2 multifamily) and that the variance preserves a conceptual site plan’s parking, landscaping and emergency access. The Planning and Zoning Commission recommended approval 4–2.
The council awarded a construction contract to EGW Services for utility improvements on Roberts Avenue, Phillips Street and Main Street, establishing a total construction budget of $3.3 million. Staff described the project as replacing approximately 4,100 linear feet of sanitary sewer and 6,700 linear feet of water main across three locations and about 1,300 square yards of pavement restoration, with much of work scheduled for summer months to minimize school-year disruption. The council approved the contract after staff reported EGW was the lowest responsible bidder (contract amount $3,015,185) and recommended a $284,815 contingency to bring the project budget to $3,300,000. Funding is identified from the 2024 combination tax and revenue certificates of obligation.
The council also approved a reimbursement agreement with Bel Lagos LTD for construction of a segment of University Drive within the Bel Lagos subdivision. The developer sought reimbursement for work it completed on the roadway (pavement installed; sidewalks/trail/landscaping not included) and submitted actual costs totaling $443,395.50. Staff said the original estimate for that segment under an earlier agreement was $890,777; reimbursing Bel Lagos at the lower actual cost reduces the city’s overall obligation and draws funding from roadway impact fee Service Area 5.
On nominations for the Johnson County Central Appraisal District board of directors (RS 11), council members discussed whether to nominate a candidate that evening or solicit additional applicants. After discussion, the council voted unanimously to table consideration of nominations to the May 27 meeting to allow time to solicit and review other potential candidates.
There was no action taken from the subsequent executive session and the meeting adjourned.
