Housing department recommends $1.9 million award to support creation of 28 affordable homes

Verónica García, director of the Department of Housing and Neighborhoods, presented a funding recommendation on May 13 to close a financing gap for a for‑sale housing project. Staff said the solicitation originally made up to $5,000,000 available and that, after evaluation and a three‑round review, the evaluation committee is recommending an award of up to $1.9 million in funds that are not from American Rescue Plan Act (ARP) dollars.
García said the recommended developer’s proposal scored 84 out of 100 and, based on the project price points discussed in the presentation, is expected to create 28 housing units priced below approximately $200,000. Staff said the solicitation attracted 349 notices, seven conference attendees and five proposals; two proposals were incomplete and two were disqualified for prohibited campaign contribution provisions.
Committee members asked for verification steps and staff said the committee’s verification work will continue in May before any final award is made. After the presentation a motion and second were recorded and the committee approved the procedural step to advance the recommendation; the committee did not finalize a contract award during the meeting and final verification remains pending.
