Alana Harry, director of communications and engagement for the city of San Antonio, presented a presolicitation overview on May 13 for a citywide marketing and communications contract intended to provide services across departments.
Harry said the proposed contract would run three years with annual estimated spending of $4.6 million and include one‑year renewal options. The city currently uses dozens of contractors for communications and the procurement seeks to centralize some services to increase efficiency and bilingual outreach in Spanish and English.
The scope will cover advertising, video production and other communications services. The evaluation plan described by staff allocates 40 points for experience and qualifications, 20 points for the technical plan, 15 points for price, 10 points for local preference, 5 points for MWBE/DBE participation, and 5 points for veteran‑owned business preference.
Staff said the solicitation will invite registered providers and noted a timeline that would include proposal evaluation in August, final recommendations to be presented to City Council in October and contracts expected to be in effect thereafter. Harry said departments’ available funds would determine final spending; if funding is not available departments would not be required to use the contract.
