The Bedford City Council on May 13 officially canvassed the May 3 general election results, swore in newly elected council members and approved a suite of contracts and budgeted repairs, then adopted a new tiered residential water-rate structure by a 4–1 vote.
The council’s mid-May meeting included routine consent approvals, a resolution ratifying repairs to building HVAC and monitoring systems, and an ordinance changing the municipal water-rate schedule. The most contested action was the water-rate ordinance, which passed 4–1 after staff presented usage data and conservation goals.
Canvass and inauguration: City Secretary Michael Wells reported the county-certified results and presented a resolution to accept the canvass. Council approved the canvass, then administered the statement of elected officer and oath of office. Wells reported that Amy Sable won the council Place 3 seat and Steve Farco won Place 5 as presented by the city secretary. The motion to accept the canvass carried 5–0.

Repairs and maintenance: The council approved a resolution to authorize an 18-month agreement with Siemens Industry Inc. for HVAC mechanical monitoring and building automation repairs and ratified $478,608 in repairs already completed (fiscal years 2021–present). Staff noted existing preventive-maintenance coverage and said this action covers repair expenditures outside the preventive agreement.
Water-rate ordinance: After staff presented usage breakdowns, the council voted 4–1 to adopt an amended schedule of water rates that keeps a tiered structure for residential and irrigation meters but removes the tiered volumetric structure for certain nonresidential and multifamily meters that are not individually metered. Staff said 80% of residential customers use less than the first-tier volume and that the change is intended to preserve conservation incentives while limiting unforeseen impacts on multifamily customers. The ordinance was passed after debate and passed 4–1.
