A parks staff member said, "Since our last meeting, Bedrock Park Design for phase 1 has been awarded. So Melton Design Group is working on that." The staff update included a plan to bring Bedrock Park designs to the commission for review before the project goes to the full City Council.
Commissioners then discussed the levee system near Bedrock Park. Staff described the levee as beginning behind Veterans Hall and continuing to the Highway 70 Bridge, with Highway 70 serving as a de facto levee down to Ophir Road. "The Army Corps will give us a report in 70 to 75 days," a staff member said, adding that initial remarks from the outbrief suggested the risk "isn't very much," but that the Corps will provide calculations and recommended projects.
Staff also said the city’s goal is to raise the levee rating to a "200 year" standard, which would affect flood insurance requirements, and that FEMA will carry out a separate inspection on an uncertain timeline. The staff member described Bedrock Park as the narrowest point of the levee system and identified it as a potential weak spot.
Commissioners asked whether the city owns riverfront property near the nature center and whether that could support amenities such as a rental kiosk or a launch loop; staff said they would look into ownership details and report back.
The commission heard that the Bedrock Park design process will reach a 50% estimate milestone in roughly five months, after which cost estimates and next steps will be decided.
