Rezoning petition for 54 townhomes on Leesville Road returns to council after Planning Commission denial

City staff briefed council on a rezoning petition for properties at 665–669 Leesville Road seeking to rezone approximately 4.6 acres from R-1 to R-4C, conditional, to allow construction of 54 townhomes.
The staff presentation recounted that the properties were annexed in 1976 and carry an existing R-1 classification established in 1978. Staff said the City’s future land-use map recommends medium-density residential for most of the parcel and conservation for a small portion adjoining Burton Creek.
Because the proposed density (54 units on roughly 4.244 net developable acres after dedications and floodplain adjustment) equates to about 12.7 units per acre, staff explained the petitioners require R-4 zoning rather than R-3 (R-3 allows up to 10.89 units per acre). Staff said the petitioner proffered a concept layout and additional parking and that the petition voluntarily proffers substantial compliance with a presented plan.
Planning Commission considered the petition on April 9 and recommended denial, citing traffic concerns and the desire to preserve single-family character in the area. Staff told council the petition will return to the council’s next meeting for a public hearing and action.
No action was taken during the work session; council members asked for additional project and neighborhood information and staff said they would supply that material ahead of the next meeting.
