Kathy Folsom, senior policy coordinator for Solid Waste and Recycling in the county’s Health and Human Services department, told commissioners the county used a range of recruitment methods over six months, including the boards-and-commissions media release, the county web site, social media, master recycler volunteer groups, LinkedIn and the Hauler Association. Folsom said staff interviewed four applicants; two public applicants formally withdrew, leaving the single public applicant and the industry member seeking reappointment.
According to the staff report, Elizabeth Teagan lives in Washington County and is a managing director with PricewaterhouseCoopers and expressed interest in contributing to policies that maximize waste diversion and improve sustainability. Vinod Singh, also a Washington County resident, works as an outreach manager for Far West Recycling and has served as the industry member since 2020.
