City to seek $14 million integrator for SAP Ariba and S/4 HANA procurement and finance modules

Craig Hopkins, chief information officer for the city's Information Technology Services Department (ITSD), briefed the Audit Committee on May 13 on a planned solicitation to hire an integrator for the city's Ariba (procurement) and S/4 HANA (finance) implementations.
Hopkins said the overall SAP modernization program is a $69 million effort that stretches across multiple workstreams. The specific integrator solicitation covers implementation services estimated at about $14,000,000 for a two‑year engagement with two one‑year renewal options and is funded through certificates of obligation.
"Ariba is really around supplier management, strategic sourcing, procurement process, and financial supply chain," Hopkins said. "The S4 is really around all the core financial funds management and grant management business." He described the project's goals as platform modernization, business‑process reengineering and reduced manual work across HR, budget, IT and finance.
Hopkins outlined outreach and evaluation plans: staff identified 781 firms in the city registry for awareness and planned targeted outreach to about 15 firms; the evaluation team includes ITSD leadership and finance representatives; scoring weights include 20 points for experience and background, 40 for the proposed plan, 15 for pricing and additional points for SBE/WBE/local/veteran preferences.
The tentative timeline Hopkins described calls for an informational session by the end of May, putting the solicitation on the street in June, a presubmittal conference in July, proposal evaluation in the summer and fall, contract negotiations in December, and council consideration in January, with a program kickoff expected in February (the presentation indicated a February 2026 through end‑of‑2027 engagement for the integrator work).
Council members asked about the rationale for continuing with SAP; Hopkins replied that the city's prior SAP deployment focused mainly on financials, and the upgrade will expand HR, budget and procurement modules.
