Committee reassigns Amanda Sheffield to service-area seat on Community Corrections advisory board

The Appointment and Alignment Committee voted May 13 to reassign Amanda Sheffield from a general-public seat to a service-area seat on the Community Corrections Advisory Board and to recommend revising that board’s bylaws to remove the general-public seat.
Committee members discussed legal advice about whether the board may add seats and how to interpret “affiliated” for workforce-related seats. Litigation counsel Doug Van Essen provided an opinion that narrowed the meaning of “affiliated,” concluding that few candidates would qualify for certain workforce-designated seats. Committee members said that, because Sheffield qualifies for the service-area seat (she is a mental-health therapist), reassigning her resolved the immediate placement question.
Members asked that vacancy dates and term calculations be included when the item goes to the full Board of Commissioners. The committee approved the recommendation and forwarded the proposed bylaw revision and reassignment to the full board.
Committee discussion noted a possible vacancy related to a workforce-development seat that may need posting depending on the board’s interpretation of the term “affiliated.” Staff told members the reassigned seat would carry the same term ending date, Dec. 31, 2026.
