Bill would let Nevada carry forward unspent grant-matching funds to next fiscal year

Assemblymember Danielle Moreno presented Assembly Bill 5 54 to the Assembly Committee on Ways and Means, saying the bill revises provisions for the state's grant-matching account so that money remaining at the end of a fiscal year would not revert to the general fund.
"There's currently $897,603 in the grant matching program account, which is BA1334," Moreno said, and she proposed an amendment so that the current funds would be carried forward into the next fiscal year. Moreno said the bill would take effect upon passage and approval and that it has no fiscal impact on the state budget as drafted.
Akia Sanders, director of the Office of Federal Assistance, told the committee that some federal notices of award have been delayed, leaving about $290,000 uncommitted in the account at present. "That money will go back to general fund, and it's not helping Nevadans match those dollars," Sanders said. She added, "every $1 from our grant match is bringing in $4 of federal funds."
Miles Dixon of Nevada Grant Lab testified in support and thanked the sponsor and Director Sanders, saying the change would make the program "an even more effective tool supporting state agencies, nonprofits, tribes, and local governments as they acquire federal grants that will benefit Nevadans." There was no opposition or neutral testimony recorded. The committee closed the hearing after the sponsor waived closing remarks.
The committee record shows the account referenced as BA1334 and a present balance reported in committee testimony of $897,603; the sponsor and staff told the committee that carrying unobligated match funds forward would increase Nevada's ability to secure federal awards.
