County HR presents second-quarter salary administration report; several classifications reclassified and new job codes proposed

Hayley Matthews, supervisor of the compensation team in Oakland County Human Resources, presented the second-quarter FY25 salary administration report and described recommended classification changes.
Matthews told commissioners the report includes proposed salary-grade changes for two classifications in the Public Services Department, creation of a new classification that increases one parks and recreation position’s salary grade, and the creation of 10 new job codes (eight for IT and two for HR) tied to organizational changes. She said two HR business partner (HRBP) positions are being moved to labor relations and that several job codes are being created for IT to clearly identify positions that may be assigned to a separate authority.
Commissioners questioned the need for job titles referencing a specific authority (referred to in the discussion as Clemens or an authority under consideration). One commissioner asked whether the county was "putting the cart before the horse" because the authority has not yet been created; HR replied the change is primarily an organizational clarification to identify which positions would be assigned to the authority if formed. The presentation noted the changes were discussed with and agreed to by the UAW (union) where applicable.
Commissioner Juliet asked whether positions designated for the authority would revert if the authority did not move forward; HR said positions could be reclassified back to prior titles. Commissioners also asked whether the change creates a new subdepartment within IT; HR said it would not—these are classification and title clarifications rather than a structural split.
On HRBPs, Matthews said that those roles increasingly work on labor issues and that moving them into labor relations reflects that workload; she said affected employees were aware of the change.
The committee voted to recommend the report to the full board. The transcript records discussion and a vote prompt; the motion on the table was to "recommend to the board item 8a, implementing the salary administration plan, second quarterly report, FY '25." The motion was moved and seconded as recorded in the meeting minutes.
