Finance department staff told the committee the proposed budget includes roughly $210,000 in “service proposals” added since the preliminary budget, a planned $4 million draw from reserves to increase capital spending and an increase in capital outlays to $18,000,000 for the coming year. “What you have in front of you is the proposed budget,” the finance presenter said.
