City announces downtown parking workshop and ADU incentive grant; planning commission to review two housing projects

At the start of the council meeting the City Manager reported several community and planning updates: a May 21 in‑person workshop on downtown parking, the start of the 2025 paving project, arts exhibition open calls, summer camps registration and a planning department effort to accelerate accessory dwelling unit (ADU) construction.
The Manager said the city applied for a $96,000 grant to support ADU construction; under the plan the city would receive $50,000 to create permit‑ready ADU plans that would be freely available to residents, and the remaining funds would be awarded to projects that receive certificates of occupancy before Oct. 1, 2026. The manager said the city plans to launch the ADU incentive program within six weeks and will accept applications online.
The City Manager also told the council that the planning commission will consider two informational items at its next meeting: Sunflower Hill and Saha’s informational presentation on a proposed 48‑unit all‑affordable development on city property at 949 Moraga Road, and the Oak Hill Place project, a proposal for 17 detached single‑family homes with three ADUs.
Separately, staff noted that construction on the city’s 2025 paving project has begun and advised drivers to expect delays on Mount Diablo Boulevard and in the Saint Mary’s Road corridor when school is out. The city encouraged residents to participate in the parking workshop and in an online survey to provide feedback.
No council action was requested on the city manager’s update; staff will return with project‑level details and program applications as they become available.
