Gerhardt said the parcel is on an existing site well; the Carroll County Health Department confirmed the permitted yield of that well is sufficient for the proposed use but the site needs additional sewer capacity, a principal reason the property is seeking annexation into the city.
Councilmember Heltz asked whether the city meters ‘‘sewer only’’ or whether metering would rely on the property's well. Planning staff responded that the owner will put a meter on the well to measure usage and that the city will assume the measured water usage corresponds to sewer discharge once the property is connected; the property will be required to disconnect existing onsite septic and use the city's sewer system when annexation and connection occur.
Action taken: the council voted to introduce Resolution 25-06 to start the annexation review process and forward the matter to the planning commission. The introduction carried on a voice vote.
