Lewiston awards sidewalk, street preservation and bridge inspection contracts totaling about $1.38 million

Lewiston City Council on May 12 approved three public-works contract awards totaling roughly $1.38 million, authorizing the mayor to execute agreements for a sidewalk project, a street-preservation program and an underwater inspection and design contract for Southway Bridge Pier 3.
The council awarded IFB-25-010 (Twelfth Street, Warner Avenue to Airway Avenue) to Knife River Corporation, Mountain West, for $629,359.50. Public Works Director Dustin Johnson said the project received a $250,000 child/pedestrian-safety grant; the remaining approximately $379,000 will be paid from transportation impact fees collected from new development. Johnson said the corridor sees growing pedestrian use because of the nearby high school and Orchards Elementary.
Councilor Schroeder made the motion to award the contract, seconded by Councilor Forsman; the award passed on a council roll call (ayes recorded from Council President Kleberg, Councilor Wright, Councilor Forsman, Councilor Schroeder, Councilor Klein and Councilor Spickelmeyer).
The council also awarded IFB-25-014 (street preservation: seal and fog coat, TR011) to Herco Inc. for $599,883.65. Johnson said this is the annual pavement-preservation contract and this year's work concentrates in North Lewiston; staff groups streets by neighborhood to maximize efficiency. The motion to award to Herco was moved by Councilor Schroeder and carried on a council roll call (ayes recorded from the same council members listed above).
For the Southway Bridge Pier 3 rehabilitation procurement, the council authorized RFQ-25-001, awarding the inspection/design contract to CONSORT North America Inc. for $150,000. Public Works staff said the bridge is owned jointly by four local entities (Lewiston, Clarkston, Nez Perce County and Asotin County); the total $150,000 contract will be split among the four owners and Lewiston will act as the contracting entity and be reimbursed, leaving the city's share at $37,500 initially to be billed to the other partners.
Council President Kleberg moved the RFQ award; Councilor Wright seconded and the motion carried on a roll-call vote.
Councilors discussed grant restrictions and how staff evaluates whether to pursue specific grants. Johnson said state grants administered through LTAC and other Idaho programs are a good fit for many sidewalk and safety projects; staff sometimes declines grants that are too restrictive. Councilor Forsman asked whether grants have ever been declined because the restrictions were too onerous; Johnson said city staff typically assesses fit before applying and could not recall a recent award that the city had to decline after acceptance.
Staff said remaining transportation and capital funds will be evaluated as staff scopes additional projects, including potential reconstruction work on Fifth Street near Pioneer Park.
