Minn. Senate passes energy omnibus after floor fight over solar, nuclear and local control

The Minnesota Senate on May 12 passed the energy omnibus bill, House File 24‑42, after extended debate over amendments dealing with community solar payments, local control of siting, peaking plants and a move to lift the state's nuclear moratorium. The bill passed on final passage, 36–31.

Lawmakers spent much of the floor session arguing over multiple amendments to the energy measure before ultimately voting to approve the omnibus. Proposals that would have changed how rural cooperatives are paid for customer overproduction of solar, restored local review of large solar and wind siting, and lifted the state's moratorium on new nuclear construction all drew sustained debate but were rejected or left without final action on the floor.

The floor debate turned repeatedly to the effect of community and home solar on rural cooperatives and municipal utilities.
