County treasurer seeks satellite tag-office expansion, flags outdated tax system and cybersecurity as priorities

Brandy Bailey, Sedgwick County treasurer, presented the treasurer’s office budget and operational priorities during the county budget hearing. Bailey said the tax office employs 17.5 full-time equivalent positions across tax collection, accounting and administration; she told commissioners the office is currently fully staffed.
Bailey described core, mandatory services (real-estate and personal property tax collection, distribution to taxing authorities, motor-vehicle and commercial-vehicle collections) and additional citizen services such as helping residents claim unclaimed property and a prepayment option for taxpayers without mortgage companies.
Bailey said the treasurer’s office faces an outdated tax system and that cybersecurity is a meaningful ongoing risk. She noted the office removed an underused ATM in January, saving about $6,000 annually, and said opportunities exist to streamline services and expand satellite locations in partnership with municipalities and state offices. Bailey said satellite tag-office locations—Park City and Derby were given as examples—have been well received by residents and that additional cities have asked about hosting satellite operations.
Bailey also briefed commissioners on potential fee-bill changes and asked for the commission’s engagement and support when the office brings formal options forward; county staff said they will discuss fee-bill options at an upcoming staff meeting to determine how any state-level changes and subsidy levels should be reflected in the 2026 budget.
No formal action was taken during the hearing.
