Technology Review Board seeks $2.9 million for 13 projects including CAD/RMS renewals and major network hardware upgrades

The county’s IT security manager presented 13 TRB decision packages totaling about $2.9 million, including renewals for emergency dispatch systems, a UKG Pro migration, network switch replacements and expanded Axon cloud evidence storage.
Joe Courier, IT security manager, presented the Technology Review Board’s (TRB) recommended decision packages for 2026. He said TRB rated 13 projects with an A priority and summarized each request and its operational justification.
Major elements included: renewal and additional funding for the computer-aided dispatch (CAD), records-management (RMS) and jail-management (JMS) suites used by emergency communications, multiple municipal partners and the county detention facility (the suite serves about 3,473 users and the jail manages approximately 1,400 beds); a UKG Pro migration to replace Kronos with an implementation cost reported at $913,560 and a recurring annual renewal of $296,000; an upgrade of fleet management software (Faster Web) with a one-time cost of $136,780 and ongoing renewals; a planned replacement of 88 network switches (estimated $315,000 one time) to meet end-of-life deadlines; an Orion (computer-aided mass appraisal) cloud migration priced at $150,000 with a 5% annual increase; and countywide PC replacement program funding (estimated $337,125) to sustain an eight-year lifecycle.
Security and compliance projects included a vulnerability management, detection and response (VMDR) system ($45,000 annually), a Cisco MDS switch replacement for virtual-server storage ($447,043 one time plus $20,531 annual maintenance) and migration of SAP BW/planning tools to cloud (one-time $260,000, recurring ~ $130,000). The sheriff’s office requested expanded Axon cloud evidence storage and video integration ($65,328 annually). Courier said the TRB subtotal for the projects is $2,906,859.
Courier described operational risk if hardware reaches end of life, and noted that some purchases were initially funded by short-term grant dollars that do not recur. He said the TRB process centralizes prioritization to maintain security, interoperability and vendor-supported maintenance across county systems.
County staff confirmed the TRB requests were incorporated into the current forecast and that the TRB total is higher than last year’s request.
