Clute council approves 910 Brockman replat, canvasses charter amendments, OKs vehicle-theft grant and extends SPCA agreement

CLUTE, Texas — The Clute City Council on May 8 approved four formal items: a replat dividing property at 910 Brockman, an ordinance canvassing and declaring the results of a May 3 charter amendment election, a resolution authorizing application for a state motor-vehicle-theft prevention grant, and a resolution extending an interlocal animal-shelter agreement with the Southern Brazoria County SPCA. All measures passed unanimously at the meeting held in Clute City Hall.

The most immediate land-use decision was approval of a replat for 910 Brockman that divides a 0.659-acre parcel into two lots — roughly 0.233 acres and 0.4269 acres. At a joint public hearing with the Planning and Zoning Commission, Lenore Garza told the bodies the property belongs to her parents; they plan to subdivide so she can buy the lot containing the house while retaining the rear apartment parcel. The Planning and Zoning Commission recommended approval with standard stipulations; the council adopted the replat by resolution (Resolution No. 28-2025) on a unanimous vote. The council’s action cited Local Government Code Section 212.014 for plats and replats.

The council also formally canvassed returns from a May 3 charter amendment election and adopted Ordinance No. 2025-O12 to declare the results and make related findings. The official tallies read into the record were: Amendment 1 — 239 yes, 34 no; Amendment 2 — 227 yes, 50 no; Amendment 3 — 224 yes, 55 no; Amendment 4 — 212 yes, 49 no. The ordinance ratifies those results and sets an effective date as provided in the ordinance language. The council voted to adopt the ordinance unanimously.

On public-safety funding, the council approved Resolution No. 27-2025 to pursue a grant from the Motor Vehicle Crime Prevention Authority (programs administered under the Texas Transportation Code and the Texas Administrative Code). The council designated the mayor as the authorized official to apply for, accept, modify or cancel the grant and named James Fitch as program director and Corey Westfeld as financial officer for the application. City staff described the grant proposal as funding two categories of equipment: fixed license-plate readers at key ingress/egress points and a mobile trailer outfitted with a license-plate reader and multiple live-feed cameras that could be deployed to events such as the city’s Mosquito Festival. Staff stated the grant amount being pursued is $144,000 and said an in-person presentation to the grant authority is required as a next step; the council voted unanimously to authorize the application.

The council also approved an extension of the interlocal agreement for shelter services with the Southern Brazoria County SPCA through September 2026 (listed on the agenda as Resolution No. 29-2025). City staff said the revised contract clarifies service responsibilities, adds public-education support and fence-repair kits for residents, and includes euthanasia-protection language the council had previously requested. Staff said the agreement increases the city’s annual payment by about $15,000 compared with the prior year, raising the annual contribution to roughly $106,000 (city staff provided the fiscal figures during discussion). The resolution passed unanimously.

The meeting opened with a joint public hearing on the replat (11 notices were mailed; one returned undeliverable), routine consent items including approval of minutes from the April 25 meeting, and several ceremonial proclamations (National Police Week, EMS Week, National Public Works Week).
