McCall awards $215,891 contract for Legacy Park West staircase repairs

The McCall City Council on May 8 approved awarding a contract to Dirude Construction Incorporated to repair and reconstruct the Legacy Park West staircase.

Parks and Recreation Director Kurt Wolf told the council the staircase, nearly 18–19 years old, has deteriorated markedly and became noncompliant last spring. Staff budgeted the project through the city's capital improvements program. Dirude Construction was the low responsive bidder at $215,891; the project budget was described in the packet as just over $222,000. The next responsive bid was $336,220.

Wolf said the work will reconstruct the stairs largely in place and that the bid package included an optional bid alternate for retaining and protecting a ribbon curb. The project includes a public-art component funded through the CIP allocation; the public-art advisory committee issued a call to artists and staff will work with the contractor on installation details.

The recommended motion authorized award of the base bid plus bid alternates 1 and 2 in the amount of $215,891 and included an allowance of up to 10% for change orders. The council voted unanimously to approve the contract and authorized the mayor to sign all documents.

Wolf said the city preferred not to have construction run through the park's peak season; if the contractor's schedule allows, work would begin in late summer and be completed ahead of winter. Wolf also noted potential savings if bid alternate 3 (ribbon curb) can be retained during demolition.

The contract award follows a pre-bid conference and site visit; staff reported two responsive bids were received and the low bid was within the approved CIP budget.

The council approved the motion on a roll-call vote; staff will proceed with contract execution and project scheduling.
