California Department of Social Services told the subcommittee it plans to request trailer‑bill language to codify the provision of $300,000 in general fund to support state and county administrative costs when disaster CalFresh is activated after a federal presidential disaster declaration.
"This is technical cleanup as the language replicates an uncodified provision of a 2017 piece of legislation, AB 607," Alexis Fernandez Garcia said, describing the request as funding to cover administrative costs for county operations when disaster CalFresh is in operation.
Officials described disaster CalFresh operations used in response to recent wildfires in Los Angeles, noting that the department received approval to issue automatic mass replacements in affected zip codes, provided replacement benefits to more than 127,000 households across 13 counties, and used federal waivers to allow purchase of hot foods where households lost kitchen access. The department said it can request up to $1,000,000 to replenish an emergency food bank reserve, and that flexibility in certification periods and reporting was provided via federal waivers and a state executive order during the LA fires.
LAO had no objection in the hearing and the Subcommittee did not take a formal vote on the trailer language during the session.
