During public comment at the May 8 Planning and Zoning meeting, resident Jeff Smith asked whether the town has agreements to acquire land for a proposed connection from Merrill Avenue to Industrial Way (the Downtown North connector). Smith said the area is narrow and asked if agreements are in place for necessary right-of-way.
Jared (staff member) responded that the commission level is ahead of the project and that, to his knowledge, the town has purchased a private parcel adjacent to the Raft property and holds a 20-foot access easement on the parcel north of that site. He said the town also owns a small triangular piece immediately adjacent to Smith's property. Jared said conceptual design has included a dashed-line alignment for the connection, but engineering plans and detailed drawings have not advanced beyond conceptual level.
When Smith pressed whether the existing easements and town-owned parcels provide sufficient room for the connection, Jared said preliminary review suggests the town owns enough area and has sufficient access easements to make the connection without acquiring additional property, but that final determination will depend on future design work.
The commission did not take formal action on the comment; staff noted the connection remains conceptual and that more detailed engineering and design would be required before acquisition or construction steps.
