Planning & Zoning reappoints Anne Cramer, appoints Franco Palumbo as alternates after reinterview

The Planning and Zoning Commission on May 8 recommended reappointing Anne Cramer and appointing Franco Palumbo as alternate members, with both motions approved unanimously and forwarded to the Board of Trustees for placement on a consent agenda.

The reappointment and appointment followed a combined interview and discussion of process for reinterviews. Jared (staff member) summarized the current appointment process and said the commission will conduct initial interviews and then forward recommendations to the Board of Trustees, which makes final appointments. Jared said the town already owns a parcel and access easements in the area discussed later in public comment and that both Anne and Franco had applied previously.

The exchange with applicants included introductions and questions about qualifications. Franco Palumbo introduced himself as a planner for Pick N County and said he wanted to contribute his experience interpreting land-use code and long-range planning; he described prior experience with Salida and small-town planning matters. Anne Cramer described learning to speak more succinctly at meetings and said she hoped to contribute to upcoming policy work on accessory dwelling units and parking. Commissioners praised both applicants for different strengths: Palumbo for technical planning experience and Anne for careful observation and clarifying questions during hearings.

After interviews, Commissioner Jesse Garcia moved to reappoint Anne Cramer as an alternate member with a term expiring May 31, 2028; Kim McGee seconded the motion, which passed by unanimous voice vote. Garcia then moved to appoint Franco Palumbo as an alternate member with a term expiring May 31, 2028; Nick DeFrank seconded and the motion also passed unanimously. Jared told the commission the trustees would take formal action at their next appointments consent agenda; staff said the appointments did not require the applicants to attend the trustees' meeting in most cases.

The commission also discussed how to handle reappointment interviews going forward. Commissioners debated standardizing questions to ensure an equitable process and to avoid asking personal questions that could create legal pitfalls. Several commissioners favored a short scripted introduction from the applicant followed by a conversational Q&A; others urged creating a small set of standard questions for fairness. Jared said staff would follow up with guidance and suggested the commission revisit formalizing standardized questions before the next round of interviews.

The commission thanked both applicants and said the process provided an opportunity to refine the interview and reappointment approach moving forward.
