The City of Parkland Planning and Zoning Board on May 8 voted to recommend approval of two companion ordinances updating the comprehensive plan and the land-development code. Both items were described by Planning Department staff as cleanup measures to restore intended language and to align the city’s plotting standards with Broward County administrative rules.
Caitlin Forbes of the Planning Department told the board Ordinance 2025-003 clarifies the intended nonresidential intensity for the commercial land-use category (limiting floor-area-ratio changes to the originally intended scope). Ordinance 2025-004 updates the city’s land-development code to follow Broward County’s platting/plotting standards so future county updates do not require repeated city text amendments.
Item B (Ordinance 2025-003 — comprehensive-plan text amendment) passed on a voice vote with board members recorded as voting yes. Staff described the change as a narrowly tailored correction to the commercial category and not a broader land-use revision. A motion to approve Item B was made and seconded; the recorded votes were all affirmative.
Item C (Ordinance 2025-004 — land-development code text amendment) also passed with a unanimous recorded vote. The board approved the change to adopt the county’s plotting standards as the city’s reference point for future amendments.
Action summary: - Ordinance 2025-003: Motion to approve passed (recorded votes: Todd Rogers — yes; Derek Bigsby — yes; Jordana Goldstein — yes; Anthony Avelo — yes; Alex Laszewick — yes; Joel Kaplan — yes; Marie Zweig — yes). Mover/second: not specified in the record for Item B; second recorded as Joel Kaplan at the mic. - Ordinance 2025-004: Motion to approve passed (motion by Derek Bigsby; second by Jordana Goldstein; recorded votes: Todd Rogers — yes; Derek Bigsby — yes; Jordana Goldstein — yes; Anthony Avelo — yes; Alex Laszewick — yes; Joel Kaplan — yes; Marie Zweig — yes).
Staff said these are largely housekeeping items intended to keep the city’s code consistent with county-level planning rules and to correct an inadvertent reversion in prior ordinance text. Both items will proceed to the City Commission for final action.
