The Lago Vista Planning and Zoning Commission on May 8 approved a design review for a proposed Dairy Queen at the Town Center site near U.S. 1431 and Dodge Trail, waived the city’s traffic impact analysis (TIA) requirement for the project and directed staff to work with the applicant on targeted mitigation of a nearby intersection described repeatedly as hazardous.
Applicant representatives told the commission the Dairy Queen proposes no new curb cuts onto the state highway and would use existing full-access drives within the subdivision. The applicant requested a waiver of the city’s TIA requirement, arguing the site’s trip generation is modest by regional standards and that nearby municipalities use much higher thresholds for requiring a TIA. The applicant also reported outreach to TxDOT, which deferred to the municipality for any local traffic concerns.
Commissioners and several residents raised safety concerns at the nearby 1431/Dodge Trail intersection, which speakers called an accident-prone location where some drivers make prohibited left turns across a median. Commissioners said a full TIA would identify potential off-site improvements—including turn lanes or signalization—but also could delay the project. After discussion, the commission approved the design review, waived the TIA for the design-review stage and added a condition delegating to city staff the authority to work with the applicant to propose practical, TxDOT-compliant improvements or signage and to negotiate a cost-sharing arrangement if appropriate. The motion and vote were recorded as approving the design review and the TIA waiver; staff will pursue intersection mitigation options with the applicant and other property owners as needed.
Ending: The commission’s approval allows the applicant to proceed with preparation of construction plans under the approved design; staff will coordinate follow-up on potential signage, striping or other safety measures and will engage TxDOT where work would affect state right-of-way.
