Zoning administrator approves eligible facilities modifications to 150-foot wireless tower

The Mendocino County Zoning Administrator on May 8 approved an eligible facilities administrative permit to modify equipment on an existing 150-foot lattice wireless communication tower located on Sherwood Road near US 101.
Keith Groenendijk introduced the proposal and identified himself in the hearing record. He said the project includes removal of one existing microwave dish and associated equipment and installation of a slightly larger microwave dish plus ancillary equipment. Groenendijk provided the site location as about 11.8 miles northwest of Willits city center on the east side of Sherwood Road at 35601 Sherwood Road and gave the parcel number as 036-110-01.
Groenendijk said existing panel antennas are mounted at approximately the 22-foot and 45-foot levels and a microwave antenna at the 95-foot level. He said the lease area is secured by a six-foot chain-link fence, the facility is unmanned and will operate 24 hours a day, seven days a week, and the site elevation is about 2,319 feet above sea level. He told the zoning administrator the project involves no new permanent land conversion or tree removal and was found consistent with county planning standards.
County staff found the project categorically exempt under CEQA Section 15301 (existing facilities) and recommended approval with conditions. With no applicant representative or public commenters present beyond Groenendijk's presentation and no public testimony, Acting Zoning Administrator Russ Ford opened and closed the public hearing and approved the administrative permit, finding the project categorically exempt and subject to the facts, findings and conditions in the staff report.
The approval covers the eligible facilities request as presented; any further modifications or use changes would require additional permits or reviews as applicable.
