Committee hears updates on Highway 2 speed signage, North Division crosswalk, Pine Street Park and other local walk/bike items

A set of shorter but locally important items were discussed near the end of the May 8 meeting.
Highway 2 speed signage: Committee members flagged that posted speed signs on Highway 2 between Division and Boyer appear to show 35 mph in some locations although staff cited written guidance that the posted limit should be 25 mph in town. Brandon (city staff) said he would follow up with ITD and, if ITD confirms the 25-mph designation in writing, he would seek to place an item on a future City Council agenda to adjust posted signs. Members asked to be notified if the matter reaches council.
North Division crosswalk: The committee reviewed an audit that recommended adding a crosswalk on North Division (near the school corridor between Cedar and Spruce). Staff said the addition will likely require building ADA ramps and that the city will seek to include the work under the on-call concrete contract; signs or other countermeasures would be added as funding permits.
Pine Street Park crosswalk and other priority intersections: Members raised the missing or faded striping and lack of “crosswalk here” signage at Pine Street Park and discussed whether T-intersections should be treated as crossings that merit marking; a staff comment noted pedestrians have right-of-way at intersections under Idaho law, and the committee suggested considering striping and signage to highlight high-use crossings and parks.
Fourth Avenue item postponed: A scheduled Fourth Avenue agenda item was deferred to a future meeting to allow participation by a member who requested to be present for that discussion.
Ending: Staff committed to follow up on the Highway 2 speed-sign question with ITD, to pursue the North Division crosswalk as funding and scheduling allow, and to place the Fourth Avenue discussion on a future agenda.
