Sandpoint committee forwards bicycle- and pedestrian-focused recommendations on four development projects; committee approves with one abstention

The Sandpoint Pedestrian and Bicycle Advisory Committee on May 8 approved a set of recommendations addressing pedestrian and bicycle access at several private development projects in or near the city. The adopted recommendations cover a proposed multiunit residential project on Church Street (referred to in committee materials as “Farm and Flats”), a brewery development on North Boyer, Boyer Meadows Industrial Park, and the GM Commerce subdivision near the airport area.

Key recommendations approved by the committee include: requiring well-lit, direct pedestrian access from the public sidewalk to residential units; providing convenient, secure bike parking (with a planning target of approximately one bike space per dwelling unit) and considerations for e‑bikes and cargo bikes; ensuring building entries do not force pedestrians to pass through driveways; and requiring curb ramps and planting strips for snow storage where applicable. For Boyer Meadows, staff indicated the site-plan review process included a condition to provide required bicycle parking per code.

The committee removed one item from the package prior to the vote: a proposed six-foot pedestrian/bicycle connection between phases of the GM Commerce subdivision. The committee also deferred discussion of the Millbreth multifamily project to a future meeting because it is “perpetually in process,” according to staff.

Vote and conflict guidance: the committee approved the consolidated recommendations by recorded tally (yes: 4; abstain: 1). Meeting discussion included advice that committee members with a conflict of interest should abstain from motions related to projects where they have a personal or financial interest; a participant present at the meeting was advised to abstain for that reason earlier in the discussion.

Implementation: staff said it will include committee comments in planning staff reports to Planning & Zoning and will attempt to record the committee’s recommendations in the official file so they are available to planning staff and council during future review. Brandon (city staff) told the committee he plans to include committee comments in staff reports for upcoming Planning & Zoning review, noting that “we will include public comments and ... address those in the staff report.”

Ending: Committee members said the recommendations are intended to supplement code requirements and to flag pedestrian- and bicycle-specific issues for staff and decision-makers during planning review.
