The board reviewed a proposal to continue covering one meter in the BID contract (to service hanging baskets) while either transferring payment responsibility for two harder-to-access meters to Roots and Branches (a gardening nonprofit) or keeping the BID as the payer but reclassifying the line item as a donation to Roots and Branches.
Staff explained the current contractor uses an ATV with a water tank to fill hanging baskets and that the Antidote (a downtown location) is accessible for refilling. The BID discussed practical options if Roots and Branches declined to pay for the other two meters: the water utility could turn off the meters if no one paid; staff said they had not yet confirmed meter deactivation processes with the water utility and recommended staff investigate and bring that information back at the next meeting.
The board did not take a final vote. Members asked staff to consult with the municipal water utility about options (meter turn-off, ongoing charges, and account assignment) and to place the water-meter item on the next meeting’s agenda for action.
