BID considers timing and changes to facade grant program, committee to review

Board staff updated members on the BID facade grant program and the status of four previously awarded projects. John (staff member) reported that $7,500 remained unawarded for the current year and the BID opened a second round of applications on May 1 with a May 22 deadline; the committee planned to meet June 17 to evaluate any applications.

Staff summarized each active project: Hussars signed a contract in March and has a completion deadline of March 2026 but has not yet pulled permits; Big Brothers and Big Sisters were actively preparing contractor bids and board approvals; Outbreak pulled permits but had not paid for them and is likely not to complete by the June 28 deadline, which may return funds to the BID; Goemans had permits and expected interior and exterior work to be completed by October with no apparent issues meeting program timelines.

John proposed moving the annual application window out of the holiday season (currently released in December with January application dates) to an October–November cycle so awards and contract signings could occur earlier and give applicants the full spring construction season. Staff suggested additional program tweaks such as reimbursing or contributing to architectural/engineering fees, or targeted incentives for storefront lighting to improve nighttime activation.

The facade grant committee will review schedule and program changes at its June 17 meeting and report back. No formal program rule changes were adopted at this meeting.
