Committee hears bill to clarify apprenticeship standards and require separate standards when multiple trades included

Sen. Skip Daley, sponsor of Senate Bill 285, told the Assembly Committee on Government Affairs that the bill would give guidance to the State Apprenticeship Council on approval of apprenticeship standards and require separate standards for each nationally recognized building trade when a single program covers multiple disciplines.
"If somebody comes in regardless of what they call it, if they want to have more than one building trade of the 15 recognized national building trades within one program, they can, but they have to have separate standards for each discipline that they're doing," Daley said.
Daley said the measure is intended to preserve the integrity of apprenticeship credentials and to ensure that when a trainee completes a program they receive a certificate naming the correct trade. He described past instances in which programs combined several building trades under a single set of standards and said SB 285 would allow continuation of existing mixed standards until they are revised but requires distinct standards going forward.
Support testimony in Carson City included Cade Grogan of Friar & Reader Public Affairs representing the Nevada Contractors Association, Alexis (Nevada chapter, Associated General Contractors) and Isaac Hardy of Associated Builders and Contractors; each told the committee they supported SB 285 because it clarifies apprenticeship law and maintains program integrity.
The committee invited questions; none were recorded. The sponsor waived final remarks and the committee closed the hearing on SB 285.
