The El Centro City Council authorized a $23,719 change order to an existing on‑call task order with consultant Aztec to revise a preliminary Dogwood Road alignment study, a step staff said will avoid a multimillion‑dollar canal relocation estimate and keep the city’s future roadway plans “shovel‑ready.”
Public Works staffmember Abraham Campos explained that the original preliminary design for a four‑lane arterial would have encroached into an Imperial Irrigation District canal; IID estimated a canal relocation cost of roughly $205 million. Campos said Aztec will redesign a narrower alignment that accommodates the IID canal and overhead utilities and provides a coordinated vision of roadway and utility layouts between Ross and I‑8.
Aztec’s original task order had fallen below the council approval threshold because it was under $200,000; Campos said the requested $23,719 amendment would push the contract just over the threshold that requires council approval. Campos said the completed work will make the corridor more attractive and “shovel ready” for developers or grant applications.
Council members said the redesign and the work’s grant/partnering benefits justify the additional expense; on a roll call the council approved the amendment 5‑0. Staff will direct finance to add the change order amount and proceed with the amended task order.
