The Environmental Commission voted May 7 to recommend denial of a water and wastewater service extension request (SER) for a proposed 300‑unit multifamily development at 10656 North FM 620. Staff recommended denial because the site is outside the City of Austin's full-purpose jurisdiction (it legally removed itself from the ETJ in September 2024), lies in the Lake Travis watershed within the North Edwards Aquifer recharge zone and drains toward known Jollyville Plateau salamander habitat upstream from Austin.
Kayla Champlin, environmental program coordinator with Watershed Protection, explained why the commission is being asked to weigh in: by code the commission must recommend on SERs located in the drinking-water protection zone and outside full-purpose jurisdiction.
