Lago Vista commission discusses annual work program: drainage, dark-sky, permits and enforcement

After the variance item the commission reconvened for a work-session discussion of its 2025 annual work program.
Commissioners and staff identified several topics they may address this year: drainage and flooding response (including coordination with city council and planning bodies), enforcement of existing ordinances (especially lighting/dark-sky concerns), review of building-permit time limits, unsafe-building and condemnation procedures, and possible adoption of the 2021 International Pool and Spa Code or local amendments.
Councilman Benfield and staff said an agenda referral on drainage and flooding will go before city council and may be routed to planning, zoning and this commission for review. Commissioners noted recent public attention to flooding and expressed interest in helping council and staff develop practical measures and guidance. One commissioner suggested the commission could prepare standard operating guidance for retrofits tied to any dark-sky designation or retrofitting deadlines.
On enforcement, staff and commissioners discussed limits of the commission's enforcement powers and the need to work with the city attorney and staff to clarify roles and remedies; staff said it will follow up with the commission about which items it can formally recommend and which are outside its authority. Commissioners also flagged expected condemnations of several unsafe structures and discussed a typical 180-day cycle used elsewhere for notification and remedial work.
Staff reported internal discussions about building-permit validity periods and said the council may seek the commission's input on extending or tailoring permit durations for Lago Vista's local conditions. Staff also noted the pool-and-spa code gap in the city's adopted codes and said it may propose adoption of the 2021 model code with local amendments.
Commissioners debated meeting frequency and workload. Several members proposed more frequent or special-call meetings, plus use of subcommittees to advance items between regular meetings. Staff agreed to draft a proposed annual work-plan and suggested specific referrals the commission could expect from council and planning and zoning commissions.
The commission concluded its work-session discussion and directed staff to return with materials and recommended language for further consideration at a future meeting.
