Council approves outdoor entertainment and holiday licenses for WALOM campground; approves Del’s Lemonade license

The Richmond Town Council approved an outdoor entertainment license and a holiday license for WALOM RV, LLC doing business as WALOM Campground, and separately approved a vendor license for Shaw’s Lemonade LLC (Del’s Lemonade).

The campground’s permit was approved without the safety-related waivers the applicant initially checked on the application. Council members and the chief of police discussed the waiver boxes — which can cover policing/constable requirements, off-street parking, and on-site overnight restrictions — and concluded the town could not legally grant some waivers unless the applicant met statutory categories (charitable, religious or civic). The council instead approved the permit without the waivers and noted the applicant may supply private traffic control if needed.

Applicant remarks and council response Ryan (WALOM Campground, general manager) told councilors the campground operates seasonally, primarily for registered campers in a gated area, with limited or no public advertising of events and oriented speaker placement to reduce noise impacts. He said the campground responds quickly to any neighbor complaints. Councilors pressed on prior instances where events previously caused roadway traffic to back up; police staff said officers historically responded only when traffic spilled onto the public way and that a traffic plan was required for events that impacted Gardner Road.
