Northern Nevada Water Planning Commission approves professional services agreement, honors retiring member and elects new leadership

The Northern Nevada Water Planning Commission on May 7 approved a professional services agreement of up to $24,660 to update Chapter 5 (stormwater and watershed-based water quality planning) of the regional water management plan, adopted a resolution of appreciation for retiring member Michael Drinkwater and elected new leadership for the coming year.
The actions were taken during a regularly scheduled meeting at the Washoe County Chambers. The professional services agreement with Resource Concepts Incorporated (RCI) will be funded from the Regional Water Management Fund and is intended to support an update to the stormwater chapter and related watershed-based water quality planning.
The commission also read and adopted resolution 25-01 recognizing Michael Drinkwater’s service dating to 2012. The resolution passed after the motion was seconded; one commissioner recorded a dissenting vote.
Other formal actions at the meeting included the routine approval of the meeting agenda and the minutes of the March 5, 2025 meeting, the setting of the next meeting for June 4, 2025, and the election of Casey Mentzer as chair and Chris Melton as vice chair for the term ending March 31, 2026.
Resource Concepts Incorporated presented the scope and explained that the firm has supported Nevada clients since 2015 and would focus on coordination tasks to ensure Chapter 5 aligns with other plan sections. Jill Sutherland, senior engineer for RCI, told commissioners the firm has worked in Nevada “for almost 50 years.”
Kim Rigdon, WRWC staff, explained that the RCI contract will help link plan language to funding programs at the Nevada Division of Environmental Protection and to make sure the chapter’s projects are defined in a fundable way.
The resolution honoring Drinkwater included a reading of his career highlights and service, and Drinkwater spoke briefly, thanking colleagues and joking about wearing Hawaiian shirts in retirement. The commission took the resolution up by motion and approved it; one commissioner recorded a no vote.
