Todd Luckman, an attorney representing Rural Water District No. 7, said the petition followed the statutory procedure: the district mapped the proposed territory, obtained permission from more than 50% of landowners in the area and submitted the petition to the county for final action. Luckman described rural water districts as nonprofit cooperatives that deliver water where cities do not provide service.
Commissioners asked no substantive questions and moved to close the hearing. The board then approved the order to accept the petition and make the new territory permanent, enabling the district to serve the referenced properties.
