The Willows Planning Commission recommended the City Council adopt the Glenn County Multi‑Jurisdiction Hazard Mitigation Plan 2025 and incorporate it into the safety element of the city’s General Plan.
Staff explained the plan — developed in coordination with Glenn County, the City of Orland and other partners — identifies coordinated actions to reduce risk from natural hazards including flood, wildfire and other local threats. Key actions cited for Willows included improving drainage and ditch maintenance to reduce flood risk, expanding fuels‑reduction and weed‑abatement programs to address wildfire exposure, and upgrading public emergency communication tools and public education programs.
Planning staff said adopting the plan is a prerequisite for many state and federal hazard mitigation grants and ensures the city meets Cal OES and FEMA requirements for hazard mitigation planning. "Adopting this plan improves public safety, ensures compliance with state and federal requirements, and positions the city for future hazard mitigation funding," staff said.
A commissioner noted the plan is an update to an existing countywide effort and that Glenn County has already approved its version. The commission moved, seconded and unanimously approved the recommendation to the City Council.
Staff will forward the adopted recommendation to county and state review as required and will track any action items tied to the plan recommendations.
