Brawley says pool repair assessment near completion; JPIA to cover special counsel fees

City staff told the Brawley City Council on May 6 that the city’s long‑closed municipal swimming pool remains under comprehensive assessment for structural damage and that a final report is being prepared to support an insurance claim.

“...we have been doing a comprehensive assessment, and it's been completed. And a final report is being prepared to support our insurance claim,” the city manager said during his report. Staff said early discussions with the city’s insurance provider have been “very productive” and that the city is focused on a cost‑effective repair that prioritizes the pool’s long‑term structural integrity and safety.

Council members and staff also disclosed that the city has received a claim from a contractor involved in prior pool work. The city is reviewing that matter through its legal counsel because it could involve “legal and financial considerations,” the city manager said, and staff declined to provide further comment while the review is ongoing.

In council reports later in the meeting, the mayor reported that special outside counsel working on the pool matter had negotiated with the Joint Powers Insurance Authority (JPIA) and that “the JPIA has agreed to pick up their fees instead of the city paying.” The mayor said a modified fee agreement reflecting that change will be signed by the mayor immediately and placed on the next council agenda for ratification.

Councilmembers asked for updates as more information becomes available; staff said they will continue to provide status reports once the insurance and legal reviews advance.
