Enforcement report: citations continue at 2904 Winstead Road; 516 Mountain Road owner to submit permit application

In its enforcement report the Torrington Wetlands Commission heard updates on two active enforcement matters and several notifications.
Veil property, 2904 Winstead Road: Staff reported ongoing enforcement against the property (Veil) with citations accruing for wetlands and zoning violations. Staff said the owner had Bill Colby on site shooting grades and that the owner is preparing an application for an upcoming meeting; citations continue to accrue at a stated rate of $350 per day since the beginning of the year. Staff said the next steps could include continued administrative enforcement or legal action if the owner does not comply or submit a sufficient application.
516 Mountain Road (Jim Mazzarelli): Staff said Mazzarelli has engaged consultant Marty Connor and is preparing a permit application after filling one of his ponds. Staff said Mazzarelli committed to installing temporary sediment and erosion controls immediately and not to undertake further work until a plan is submitted. Marty Connor and Bill Colby are working on design and temporary measures; staff expects a permit application by the commission’s mid-June meeting.
Other updates: staff reported receiving a siting-council petition for a solar facility on West Hill Road and noted wetlands on that site are down-gradient and likely outside the local upland review area; staff also described the Lovers Lane solar site where city council is negotiating an easement exchange tied to a roadway easement and potential removal of a small number of panels if the exchange is not approved. Staff additionally noted a state application to treat reservoirs with copper sulfate and sodium carbonate for algae control (noting the chemistry and pH-neutralizing step). Staff emphasized that large siting-council projects typically include robust state-level review and monitoring arrangements.
Staff recommended continuing to monitor the enforcement properties and to follow up with applicants and consultants as permit materials are submitted.
